Fairly mild conpared to what he could have insisted on, I feel. I mean, he probably could have done a check for the smuggling of concealed weapons into Llewellynland as well as the whole beurocratic process thing.

Still, hillariously surreal form of beurocratic red tape. And probably introduced solely to annoy the skunk.
