I don't mind him, I think he's another of the comics main cast of characters.

Though cartoonists/writers may not use some characters as prominently after some time or not focus on certain characters for a limited period of time I doubt they forget completely about them if that character made enough of an appearance in the strip. It's clear by the many times he's appeared so far Stephen wasn't meant for just one joke. If the writer has no material for the character he might just keep him in reserve and wait a while...or never use him again without a clear explanation of what happened. Yeah, that's also a possibility.
With the way Simpson is cycling through characters, I would not be surprised to see Stephan make another appearance soon, and I am sure I would welcome his return as much as anyone else. The biggest problem any webcomic artist would have with Stephan is that much of who he is has been overplayed by many other webcomics and in a strip as diverse as O&M such an artist will have to struggle to find something altogether new for him. Perhaps trying to get in touch with his hopeless nerd or his conspiracy theorist sides may work better than the gamer or proud geek sides.

A possible story might have him trying to figure out some supposed conspiracy and finding out something about dragons and cover ups, himself etc etc. Just a suggestion.
Maybe Stephan can do some kind of AYB joke?

Meh, that's beed done to death.
I wonder if it'll finally get it's own forum too. I've always wanted a place online where I can talk about O&M.

Actually, it's been done to death, revived as a zombie and then done to death again about 20 times, I'd say.

I think one of the reasons I like O&M is that it's so much different from most online comics - it rarely deals with computers or digital entertainment. Something which most online comics seem to be based around. For this reason, I have started calling it "the webcomic that was meant to be in the newspapers". Then again, that's just me. And my psychotic ramblings.
