Political metaphor?

This happened on Draconic just now and I'm really no expert at applying such things, so I'll post it somewhere for all to analyse. It seemed vaguely similar to something, so, here we go. :P<br><br><Lilac> I have cookies.<br><Uruloke> gimme!! o.o;<br><Lilac> Yeah right. :D<br>* Lilac dangles cookies<br>* Uruloke pounces after the cookies!<br>* Lilac keeps cookies high in the air<br>* Uruloke pounces again, determined to get em!<br>* Lilac grins. "Hey, they're double chocolate, I can't waste 'em"<br>* Uruloke gets even more determined to get em!<br><Lilac> I'd concede you a cookie but I'd hate to spoil great determination by letting it stop building there ^^<br>* Uruloke blinks and just looks confused now<br><Lilac> Good boy.<br>* Lilac gives cookie<br>* Uruloke yays and takes, nibbling on it!<br><Lilac> I can't help but think this has been a political metaphor of some sort<br><br>^^
