I would put people on my foe list, but only if it didn't actually do anything significant, like blocking their posts. If it was just a fun thing, I would do it. Blocking people's posts is lame; you have to deal with everyone on a website, you can't just blanket-ignore them. You look like an idiot if you make a post, oblivious to the fact that one of the blocked-members already said the same thing.

does marking someone as a foe block their postings?

... Also, now want to make this have an HP/MP system and do attacks and such with a programmed dice for the games forum!

Everyone will have a custom amount of HP and MP, to be decided by the mods, based on how easy it is to make them cry and how fast they give up on arguments.

Admins and mods can be NPC's, that way no power to abuse yet still in charge.
