It could, maybe, but the "+1" part of it wouldn't be why. Sounds like a winner to me either way. Could use the protection from cold now that winter is finally starting to show up here...at least for an extended period of time. I can't stand these constant temperature fluctuations that's been happening here.Hmm, my guess is that it would do one of two things:+1 t-shirt of warmth?

1) Damage reduction 1 versus cold.
2) Evasion-like effect against cold (no damage on a successful save instead of 50% damage).

The second one sound better but the first is more practical. You would always feel a little warmer.
