Babies are ugly for the first couple of weeks to months of their lives.
They then turn cute.
They then start to learn to crawl and walk. This is when they turn into little spawns of satan until the parents manage to bring them under control (...Which doesn't normally happen until they're 11 or 12 at which point they seem to usually stop being annoying and turn into trouble makers now adays)

There are, naturally, exceptions to this developement pattern.

It's my belief that babies will not achieve a peak of cuteness until about 2 years of age which is about the time they learn how to be a problem

Yeah, but they are cute, which makes it kinda forgiveable, besides, there are ways to keep a two year old out of your stuff, my parents did a really good job of it when my youngest brother was that age. As for what DraganFox said, Yes I now think that's why I'm a furry, cause their cute as all heck.
By the power of greyskull, I'm not sure I believe that.

Their obnoxiousness begins once the novelty of their cuteness fades.

I think babies are ugly. I mean, if there were an adult sized babby around, we would all freak out and run, most likely.
Who sleeps shall awake, greeting the shadows from the sun
Who sleeps shall awake, looking through the window of our lives
Waiting for the moment to arrive...
Show us the silence in the rise,
So that we may someday understand...

Babies are funny looking. So are adults. Both are funny in their own way.

Okay.. now what of other species? Newborn animals of just about any species would look just as attractive as newborn human babies. It just takes a while for cuteness to develop. How old (in dog years) are most puppies when we think they look cute?

4 months I'd say, but that's just an estimation.
Or maybe a year, depends what kind of cute you're looking for.

Do babes think they're cute? *raises an eyebrow* Then again, the ones that think so seem too stuck up to be cute, so that doesn't quite work out either.
