Ok, here comes the fluff that backs it up:
This "photograph" was taken the year before the Australian Civil War errupted. In the aftermath of WW3, millions of "Warrior Born" Lupine ex-soldiers and their new families, dissalusioned with their own governments began to flock to Australia.
At first it was simply because it was far away from where they'd fought and died for their countries, but after a while it became the nearest thing to a "holy land" for the newly created race. These Lupines, and their Human allies/comrades, called themselves "The Freedomists" and based their society on a mixture of Marxism and Anarchism.
Most settled in the West, and after 10 years, began wanting their say in political matters, particularly that Australia should ignore orders from the United Allied Nations. From there, it's easy to see how riots start.
This picture, when taken, struck a note as it showed two Lupines on different sides fighting each other. The Freedomists saw it as their "brothers and sisters fighting for the wrong side", whereas other Lupines saw it as a statement that not all Lupes were "anti-establishment borderline-terrorists".
So, that's the backstory to the pic....when it finally gets used in my new "thing", it's gonna be in black and white, but I just love it in colour
