I would say this is guaranteed to be a fake, but I've seen equally dumb letters to the editor in my local newspaper. I just never thought of scanning them in.

Satire, politically based. poorly written in that I can't tell which side the satire is aimed towards... or maybe it's both?
If you've done things right, people won't be sure if you've done anything at all.
