Whatever country it's for, they're pretty minimalistic. At least most countries have at least 3 colors.It looks more like a flag design.

It depends really. What was the person who made it thinking at the time? It may seem absurd to some, but in a way, something so simple as this can have far more meaning than the most detailed painting. Was it meant to give us an impression? If so, then yes, it is art.

I once went to an art gallery where there was this one exhibit of a guy standing in his underwear on top of a stage surrounded by light bulbs. That was the art.
