Dr. Ringtail is the school psychiatrist. The school psychiatrist is not the same thing as the school nurse.
(Do elementary schools actually have psychiatrists?)

The psychiatrist would be more qualified to write a medical note regarding a mental problem then the nurse
And some schools systems do although a guidance counselor would probably be more common.
