I doesn't work too well as a non-sequitur to me, I naturally read the text before I look at the drawing, so the joke's probably spoiled

No, it makes sense in the context of the year 1998; Clinton tried to divert attention from his scandals by effectively saying "Well, yeah, okay, I had sex with that intern, but the economy is good!"

Again; not a joke that holds up well over time.
