Yeah, the fact that he's just standing around like that is what makes Ozy Ozy. If he'd be running around like Millie, or even just smiling, it wouldn't really be Ozy.

JROTC units do honor guards for certain ceremonies. They are very well done. White gloves and all.Ozy's almost like one of those honor guards... only more zen by guarding something that's not there.
