I think at the time she was considering her options( she says "I THINK"), and hadn't yet chosen which to take, and ascended BEFORE she chose.....(check the first panel!)

But I guess it all depends on whther the artist wants the character to have long hair. Millie may have gotten her hair colour from her father's side, or David just wanted a variety of colour in the strip, both work.

Perhaps it would help to distinguish what kind of cute is meant. She's not the kind to make me consider asking her for a date, but her youthfulness and animality provide some of the "aw" kind. About the same level as Ms. Mudd in her grad school flashbacks.
