The trick is to scan it at a high resolution -- say, 600dpi or more -- as a "monochrome" so it just picks up everything as either pure white (255, 255, 255) or pure black (0, 0, 0). Then save it as either a color or grayscale image (NOT a monochrome; that's important) and bring it up in any program that can shrink an image and shrink it down to the size you want it to appear on the screen. The edges of the lines will automatically be smoothed for you. Keep in mind this only works if the picture was inked and the pencil lines are either very light or erased.

As far as precolored pictures, you'll just have to live with the imperfect scanning. I find I usually have to lighten those up in PhotoExpress to make the whitespace light enough.

With napalm, it's that initial "WHOOSH!" that I love.

Napalm > charcoal.

Napalm is kind of slightly dangerous, but if it was perfectly safe, where would the fun in it be?
You're confusing napalm with Greek fire. A bucket of water wouldn't help napalm, because the gasoline would re-ignite, but it wou'dnlt make it worse. The best thing to use with a gasoline fire is foam.

Napalm, in its truest form, is napthalene and palm oil, hence na-palm. However, it has come to refer to almost any kind of jellied accellerant.

Bean bag chair stuffing and gasoline yields a very nice sticky kind of napalm. Makes burning waste much more fun.

Actually, in Vietnam, American scients added phosphorous to the military grade napalm because villagers built steel tanks of water so that they could save themselves and their homes. These tanks melted when lots of napalm-covered people jumped in them because it got so hot. Or maybe that was just the napalm. Either way, they added phosphorous to bake it burn more in contact with water.
The end is nigh!
