All of the Lawful Evil people I know (myself included) wear clothing with a lot of zippers, so being a haberdasher would be beneficial!

it's obviously the guy from the anime "trigun" a quick TinEye search on the picture tells me his name is Vash Stampede.

I think it's more likely three guns strapped together with a mechanism to pull all their triggers at once.
