Its a shit ink job if thats inked. You need to like not scribble the ink line like the sketch line...go out and buy a couple micron pens for that. They are only like 2.99 a piece. I perfer Zigs but they don't make em anymore so they is hard to find = 0

The way you drew this makes it look like a big chunk was taken out of the neck and collar bone...it simply is not drawn. So the head looks very detached like it is floating away from the body. That shoulder is way to damn low.
You are trying hard for anatomy on the body and now focusing less on the head and it shows. You still have too much of a beach-ball look and does not feel a part of the rest of the drawing.
Those feet are way out of perspective and honestly don't even look like feet. Your hands have no palms
But my biggest peeve is if you are gonna go all out on making an interesting pose and a better drawn body why did you settle for such a terrible anime face expression. The rest of that drawing tries to go for a bit of roundness then you make that face all quick an angular like you just gave up and didn't care. The face is the most important part of the drawing. Especially the eyes.
Find some sheet on the internet with boxes that have a label for different expressions and work on that.

The neck line is there, but it's hard to tell apart from the anime-like hair lines.
I do agree with the majority of everything else you said.

To you Roger:
You should definitely work on rounding the faces a little bit more, instead of giving the sides of the face very, very straight lines.
What I would recommend is practice adding some small detail fur to the side of the face (and on to the inside of the face).

Unlike most comics I've done, this one comes straight from the heart.

Roger: Sigh
Reggie: What’s wrong Roger?
Roger: I don’t know. I guess it’s the fact that this is the 5th year in a row that I didn’t get a Valentines Card.
Roger: Call me old fashion but I liked it better in Elementary where everybody was obligated to give each other cards. Back then I got a card no matter what; whether the person was my friend or not, I got a card that actually gave me the illusion of appreciation.
Roger: I try all year to be the best person I can be to all of my friends and peers but when Valentines Day comes around I am constantly surrounded by people getting gifts with balloons and candy. All while I am sitting in the back trying to do my work in peace.
Roger: sigh. I feel so alone.
Reggie: Well you’ll always have me, Roger.
Roger: Oh. Now I feel complete.
Sorry it had to be so depressing.
