1) Use a ruler for the frame of the strip, and a big black marker to give it good contrast.

2) Ink it. My way is ink all the line art, then wait about 20 minutes before erasing the pencil, otherwise the ink will come off and look patchy.

3) You really need to scan it. If you ain't got one, try going to a copy shop. They usually have them.
Quoted for pure truth, but I have to add my own little comment here.

If you have a printer, making a few boxes with even Paint, or more preferrably a Photoshop-like program can help if you really can't get the lines right, as well.

If you use Pigma Microns, which happen to be rather expensive, but last long and are very nice looking, you can merely erase pencil lines almost immediately.
