I think Ozy hit the proverbial nail right on the proverbial head.

Since when did DCS start drawing Ozy with fangs? They look kinda cute on Ozy sometimes.

Probably around the same time that he started drawing Millie with fangs, but with less frequency, partly because Ozy doesn't talk as much.

I didn't care for that comic too much, but it did make sense.

I've seen Ozy (or at least Millie) with fangs plenty of times before this, but he does look cool with them.

I believe he mentions it in the analysis of the progression of his style. iirc, they appeared in close-ups at the same time that he stopped drawing eye gleams on non-close-up shots.

But they were adorably cute. But yes. Weird. If one defines 'weird' as 'something that goes against the social norms'. But then, if one defines weird in that way, then being weird is usually a good thing.
