It's a reference to Bob Dylan's music video for Subterranean Homesick Blues. (YouTube link) DCS also did a similar gag a while back for an IDT filler (with himself dressed as in the video, holding a sign reading "Thinkin' about the government"), but I can't find it.

or if you like weird al, in the music video for his homage to dylan titled "bob" where he lists a bunch of palindromes in a dylanesque voice he holds up signs of the palindromes

It seems to me that the current style altogether appears to be something of a modernized version of the 2003 style. The body shapes are more similar to that era than either of the past two years (for example, Ozy is no longer, as several here have said, unhealthily skinny) yet the characters still have the frizziness in the fur that has accumulated over the past few years into the modern era.
