Judging solely from Avery's behavior, I think that if anything raccoons would most likely be the suburban youth who soulessly copy city trends without a trace of the social circumstances that originally led to them. Aka, the posers.
But I don't think any one species in Ozy and Millie has to represent anything and even if it did, we have all of two and a half examples of raccoons in Ozy and Millie: Timulty, Avery, and various one shots that I probably forgot about. That's not a big enough sample size to draw any kind of conclusions.
Now if you'll excuse me, I have to get back to being random and incoherent.
