Makes me think of sentences written to demonstrate semantics by its absence, like "The abstract sheep wore beauteous arguments" or the impeccable "Colorless green ideas sleep furiously." I can hardly wait to see where this goes.

Well, remember that when someone is "dark and stormy", it usually means they are in a bad mood. So what we had, I guess, was a foul-tempered hippo-shaped baloon that is prone to falling asleep at random moments.

Maybe the hippo balloon represents a country with an inflated ego prone to be asleep at matters that are most imprtant (basically ignores important details or something), and "it was a dark and stormy" represents how a country fights for the wrong ideals zealously... i.e the United States... Or it could just be Millies randomness .
