Ozy's mom is probably still alive and the reason that Ozy was put in an orphanage is probably something really quirky and farfetched that only Llewelyn could fathom. Like she left to become some kind of ice cream-eating bhuddist nun or something like that... or I could be completely wrong-- just having some fun speculation. I don't think DCS would kill any of his character once he introduces them though- it just doesn't seem like that kind of comic. Oh well, that's my theory.
