I think I see how this works. The... erm, thing... influences a nearby butterfly to flap (or not flap) its wings, creating a small air current that, by application of the chaos theory, changes the weather patterns somewhere in the world.

If I had done more than glance at the title, I would have gotten it long ago. Dunno how I could have missed it, given that that's one of my favorite songs. :?

For the record, the second-to-last level of Ecco the Dolphin was called 'Welcome to the Machine' as a reference to the Pink Floyd song. I'm pretty sure this comic name is a reference to the same song.
