A lot of Americans of Jewish ancestry have Polish and German names, because they moved there before and during WW2. So with wild guessing I'd say that both Sorkowitz and Wahnsinnig are Jewish. Judging by their names, at least...

Who do I hear?

Ozy: Pamela Segall (Lucky from "101 Dalmations: the Series") in older strips; Jason Marsden (Tino from "The Weekenders") in newer ones
Millie: Either Kath Soucie (Tish from "The Weekenders" among many others) or Daveigh Chase (Lilo -- and you gotta admit their personalities are very similar)
Llewellyn: Arthur Holden (Mr. Ratburn from "Arthur"... yeah I know)
Ms. Mudd: Also Kath Soucie, her normal adult voice this time (various cartoon mothers, none of whom I can recall at the moment)
Timulty: Erik per Sullivan (Dewey from "Malcolm in the Middle"; I swear that "poo-py poo-py" song was ripped right from his routine on that show)
Felicia: whoever played Myrtle -- the mean girl -- in "Lilo and Stitch" (never specifically credited)
Stephan: Pamela Hayden (Milhouse on "The Simpsons")
Captain Locke: I forget his name, but he was Wally in the Monkey Island games
Others: No one in particular.

I'm gonna agree with all of those except for Llewellyn and Timulty, because I've never heard either of those dudes.

This is tough but:
Llewellyn: Peter O'Toole (from Lawrence of Arabia, even though he's like 70-ish now and probably sounds completely different)
Timulty: Let's just grab some little kid off the street, because I have no idea

I agree, but it would have to be the voice from his younger years. He's 14 right now.

Ozy: Frankie Muniz.
Millie: Anna Sophia Robb (Charlie & The Chocolate Factory; Because of Winn-Dixie.)
Ms. Mudd: Jamie Lee Curtis
Llewellyn: Ian MacKellen. (Or maybe "Apprentice 5" winner Sean Yazbeck. He did a great job as BBQ Barry in "Over The Hedge.")
Felicia: Amanda Bynes or Lindsay Lohan
Stephan: Whoever played Database in "Bart's Comet."
Avery: Nick Cannon
Timulty: I was going to say Jascha Washington from "Big Momma's House 1," but seeing the sequel, he's grown quite a lot since then.
Isolde: One of the 2 girls from "Dick." (Kirsten Dunst or Michelle Williams.)

Those are the major characters. I don't feel like saying who should play the minor ones.

I think it would be best to keep the voices imaginary, for when a book turns into a movies, it takes away a signifigant amount of imagination used. And for one, I don't know who would be good (if any) for the voices anyhow.
