I see Millie walking by Felicia in the first and she stops about even with her by the second.

Perspective, hun, not character placement.
The view is put behind them, at a strange angle, and Millie isn't drawn quite right to Felicia, so if you tilt your head and look at them as if they were standing straight, Millie looks like she's leaning significantly to the left.
