This somewhat controversial treaty, which the United States refused to join because developing nations were excluded and that the changes would be "too costly" to implement, became legally binding only after Russia signed the treaty in November 2004.<br><br>Personally, I think the U.S. should have entered this. First of all, we're the world's largest polluter, and we're complaining about developing nations who pollute less. Additionally, this is something that needs to be done, even if there is a cost. That was a cheap shot, but so was your comment, Ruedii.<br><br>I will say that I find the whole thing about the Kyoto protocol a noble effort, and I don't see what reasoning Bush has for not supporting it. It does seem clear that industries in the United States need to be more responsible about the environment, but from what I see, it would require a lot of changes across the board, and the benefits can be rather small considering what is targeted by this protocol. I am also unsure about the enforcement and checking of this as well; would a responsible company already at near-peak efficiency have to work insanely hard to eke out another 5%? Shouldn't a crackdown instead be put on more egregious polluters? I won't claim to know the details of the Kyoto protocol, but there are a lot of questions to be answered to encourage fairness and possibly promote a more viable means of being environmentally conscious.
