To me, this work has no appeal whatsoever, nor does it have any symbolic merit, so no.

Technically speaking it's art, I guess because it hangs in a museum.

It looks more like a flag design.

Whatever country it's for, they're pretty minimalistic. At least most countries have at least 3 colors.

Art is in the eye of the beerholder.
Who sleeps shall awake, greeting the shadows from the sun
Who sleeps shall awake, looking through the window of our lives
Waiting for the moment to arrive...
Show us the silence in the rise,
So that we may someday understand...

It depends really. What was the person who made it thinking at the time? It may seem absurd to some, but in a way, something so simple as this can have far more meaning than the most detailed painting. Was it meant to give us an impression? If so, then yes, it is art.

It's art, but it sure won't have a replica on my walls any time soon.

I didn't think Switzerland was poor.

And BTW, here's the flag for Vatican City:

I once went to an art gallery where there was this one exhibit of a guy standing in his underwear on top of a stage surrounded by light bulbs. That was the art.
