The caption is: "ALTERNATIVES TO THE DEATH PENALTY THAT DON'T WORK." The picture shows a handcuffed defendant in a courtroom surrounded by guards, in front of the judge's bench. The judge shouts out, "OKAY, PANTS HIM!"
