You can use GIMP since it's free. Or, If you have some cold hard cash, get photoshop.

wait... people PAY for photoshop? I have PS7 and have for years now, completely free (without getting it from friends or anything).

Nonetheless, GIMP is better if you can't *ahem* acquire a copy of Photoshop. Paint is not usually your friend when coloring things, trust me >_>

also, ALWAYS cap your inking pens when you're not drawing with them, that includes if you put them down to do something unrelated very quickly. The pigment felt or whatever it is in them will dry out VERY fast.

I have a Staedler 4-pack (.01, .03, .05, .07) and it's wonderful =3 it also cost around $15 or less (I forget how much I paid at the time)
