All I know about German censorship is that their version of Wolfenstein 3D removed all Nazi references (so like... the story is gone basically), turned all the blood green, and more. Embarrassed much?
[Edit: Oh right, the PC and Jaguar versions were completely banned (probably still are) and the SNES version had to have lots of censorship... no Nazis, dogs turned into rats (thank you PETA) and the blood turned into sweat.

German videogame censorship laws are very harsh. If a game is deemed to glorify violence it is restricted to over-18s and can be banned from being advertised or even being placed on store shelves. This is why game developers go out of their way to make the German version sanitary. Recently, the German ratings authority refused to rate Gears of War, leading to it not being sold on the German market (although it can be legally imported).
The use of Nazis and the swastika in video games is also banned, unless the game is an attempt at an accurate historical recreation (e.g. Medal of Honour) - and even then, the authorities may request the removal of swastikas.

Strange that they banned only one of the Grand Theft Auto games.
